Completely agree, and another interesting view into the situation. In Scrum, if you are authorized to make decisions about the product, you are authorized to spend money for it. The dysfunction that exists in many organizations is the people who are responsible for the product are not the ones who can direct resources to it. It is not Scrum's fault that business is dysfunctional - Scrum is just holding up the mirror. Not true.
